Many areas of the world are experiencing significantly lower than average rainfall, with severe impacts on rainfall-dependent industries and the environment. Agriculture, forestry, rural and urban water supplies and hydroelectricity have all been adversely impacted by the lower availability of water, and rainfall-dependent ecosystems have suffered significant damage.

There is some uncertainty as to how much of this low-rainfall experience constitutes a drought from which rainfall patterns will recover, and how much reflects a fundamental shift in climate. However, climate change modeling suggests that we are unlikely to return to historical rainfall patterns.

Rather, the current shifts in rainfall patterns around the world are are likely to continue, aggravating current localized water shortages.
